If HR can't get that user to behave, they have to let him go. If you know an employee steals money from the cash register, you don't lock the cash register, you fire the employee. We have kind of the same problem here with an employee and when his superior came to me asking for ways to block internet, I told him this wasn't an IT problem but an HR problem. It only treats a symptom, it's not a cure. It's like giving acetaminophen to someone with the plague. The misuse of the internet is just a symptom. The employee is not performing as expected, which is the issue. Misusing the internet is no different than reading a magazine or playing games on your personal phone. We use a GPO here that ties to the login that only allows specific sites to be viewed. You are better off setting up some type of network solution to block traffic.
